Many artists (at least in my country) don't ink their watercolor paintings because they feel that ink will let them loose their watercolor feeling, which I agree, but I think inking watercolor manga gives them a nice cartoony touch, what do you think?

It all depends on the style. Inking black lines is generally a more illustrative stylized technique in my opinion. It is representing something that doesn't actually exsist.
Not inking a pencil drawing lends itself to more life like coloring. This is because the lines that would have been inked are instead created using variation in tone, shadow, etc.
So I guess what I am saying is it all depends on if the drawing is meant to be realistic or not.
